Juba, October 16, 2019 (SSNA) — South Sudan’s government and the Sudan People’s Liberation Movement-In Opposition (SPLM-IO) have accused each other of impeding the implementation of peace, a report by the Associated Press shows.
The report says the SPLM-IO deputy chairman Henry Odwar makes it clear that his party will not be a part of a transitional government if security arrangements are not implemented. Odwar also disclosed that government and SPLA-IO troops must be reunited and that a 3,000-member strong force to protect SPLM-IO leader Dr. Riek Machar must also be prepared before a provisional government is formed.
Lauren Blanchard, an analyst with the United States Congress stated that Juba is militarized and warned that Machar’s return to Juba without full implementation of security arrangements could be “dangerous.”
“The city is militarized, mistrust is high and Riek Machar’s return in that environment without serious security arrangements in place could be dangerous,” Blanchard said.
However, the government insists that Machar must return to Juba for the formation of a unity government, accusing the SPLM-IO of trying to hold the country “hostage.”
