Juba/Addis Ababa, May 25, 2016 (SSNA) — South Sudanese First Vice president and leader of the SPLM/A-IO Dr. Riek Machar declares that the position of the armed opposition on the issue of Salva kiir’s 28-states proposal remains the same, saying Kiir’s continuous push for the establishment of the plan is a violation of the peace agreement.
The move comes as South Sudan’s warring factions, which recently formed the Transitional government of National Unity (TGoNU), appear to have different views on how to better address the issue of 28 states.
“Our position is still the same. The act is a violation of the peace agreement. It’s in the agenda. We hope to discuss it,” Machar told the US-based Foreign Policy magazine at his site in Juba.
Dr. Machar admitted that he and Kiir still did not talk about 28-states expansion scheme and that he hopes the issue will be discussed in the near future.
The leader of the SPLM/A-IO also told the magazine that he has not talked to any American official after his return to Juba, saying the US government is a part of a host of nations which he says worked hard to make sure his coming back to South Sudan’s capital for the implementation of the peace agreement is realized.
The Joint Monitoring and Evaluation Commission (JMEC) warned early this month that failure to suspend 28-states by the newly formed interim-government will amount to non-implementation of peace deal.
Kiir decreed the creation of 28 states last October after Machar proposed an expansion of the existing 10 states to 21-states.
The two rival proposals were later rejected by the IGAD-Plus and the international community, saying the August 2015 power-sharing deal only recognizes the existing 10 states.
The issue of 28 states has drawn condemnations from other ethnic groups, accusing Kiir of trying to keep his ‘one-man rule’ by giving at least half of his 28-states to his tribe.

Allow me to touch that point it has been said that the creation of 28 states focus on jiegn council only rather than rest of s sudanese for instant jiegn council decided to enrich themselves but it already declassified n they think that they decorated more for s sudanese

Machar is still joking,but will learned at the end of the day. The 28 states are now functioning and I don’t know how Machar will reverse them,if that is not a daylight dream and grim lie,because the facts about 28 states is that they will be untouched if as the agreement will collapse.
About 28 state,it’s big shame for Mr kiir to sign only in behave of JCE without knowledge of other 63 tribes.I believe there is no peace which may exclude NUER,SHILUK and EQUATORIAN

How come a thieve go and steal office properties at night in ministries while national security and police are deployed to guarded the premier. I thinks its collaboration with in high level personals to single out all office given to IO officials to be looted by same gov,t. We experience thing we never see before we were born but being a nation is not a curse its a blessing, now our union has turned as bunch of thieves working to implement their bad culture to other societies shame on you.
What about Cattle’s Raids if Nuer never steal anything from neighbors. Well that’s what they call disturb peace. They have to sort it out since they brought bad security to the country. Most of them will run to exile very soon.
The trending facts behind the controversial 28 states is quite clear beyond doubt; Salva Kiir and his group were not intending peace rather the intension is to implant anyother means to anew the inception of another conflict in Juba. Per se, the aforementioned indicator is what created the 28 states to be sticking point; between partners of TGoNU which had been formed. Moreover, in my position there is no any other way to deprived Salva Kiir and his tribemen from operationalisation of 28 states. Apart from intensive measure JMEC supposed to take as much as their role is concerns to stop damn 28 states. Albeit, peace partners lock-up funding of TGoNU due to the unorthodox issues which Salva intended to derail peace. They need to critically look into the way possible, to ensure outstanding issues are no longer existing if any is not stipulated in ACRISS. Otherwise there will be no progress.

28 states is not a process to the peace agreement this 28 states is only consider by Dinka tribe failure to come back to 10 states let Dinka start packing from Juba and they will not forget in their life.(Arabs is better than DInka )

the issues of 28 state will return us to the civil war,if kiir and what so call jieng council of elders insist, because is very stupidly decision.
