New York/Juba, April 30, 2019 (SSNA) — South Sudanese opposition figures who were kidnapped in Kenya in January 2017 and flown to South Sudan have been killed, a confidential United Nations report leaked to the South Sudan News Agency (SSNA) shows).
The 111-page report which was compiled by the UN Panel of Experts on South Sudan exposes many appalling crimes committed by both the government and its national security branches. The panel says it has gathered strong evidence leading to its conclusion that South Sudanese Activist and Lawyer Dong Samuel Luak and SPLM-IO figure Aggrey Ezbon Idri were killed on or about January 30, 2017, in Luri. The report also implicates the National Security Services Director Akol Koor.
“The Panel has received and reviewed a number of independent reports from multiple, highly credible and well-placed sources. These accounts corroborate each other across a number of key details, leading the Panel to conclude that it is highly probable that Aggrey Idri and Dong Samuel Luak were executed by Internal Security Bureau agents at the Luri facility on 30 January 2017, on orders from the commander of the National Security Service training and detention facilities in Luri, the Commander of the National Security Service Central Division and, ultimately, Lieutenant General Akol Koor Kuc,” the panel says.
“The Panel has corroborated evidence strongly suggesting that both Aggrey and Dong were kidnapped in Kenya by the Internal Security Bureau of South Sudan, which is part of the National Security Service. Acting on orders from the Director General of the Internal Security Bureau, Lieutenant General Akol Koor Kuc, the Internal Security Bureau team transported the two men from Kenya to Juba in a commercial plane on 27 January 2017, chartered with the help of the Embassy of South Sudan in Nairobi,” the Panel added.
The report details how the two men were kept in the notorious Blue House.
“Aggrey was detained in one of several solitary confinement cells known as “zan zans” in the upper “political section”, while Dong was detained in solitary in the underground “criminal section.” Both men were observed inside the facility by former detainees of the facility who have spoken to the Panel,” the report further explains.
Dong and Aggrey were well-known opposition figures who champion reforms in the country. The two men are also known for being outspoken and critics of the government.
The South Sudan News Agency understands that Lawyer Dong Samuel Luak wrote a message on his Facebook page on October 5, 2016, saying he has been threatened by the South Sudan First Vice President Taban Deng Gai.
“When you are threatened by the FVP Stephen Taban Deng Gai and told to be very very very very CAREFUL,” Dong wrote.
The source who leaked to document to the SSNA also disclosed that several missing opposition figures are also dead but declined to offer specifics.

This brutal and savage act by the orders from Akol Loot will be paid hard and I wish the remains of Akol will exhumed and fed to wild dogs. It’s inhuman and unbearable to think of.
Very sad news indeed. This certainly doesn’t augur well for both the Kenyan and South Sudan authorities. This matter must and should be taken to the highest level. We can continue to condone impunity in our continent by rogue state agents.
