Greater Upper Nile Community Position in Peace Talk between South Sudan Rebel and Government Mediated by IGAD in Addis Ababa, Ethiopia: President Salva Kiir to Step down or Place South Sudan under UN Trusteeship.
United States, February 18, 2014 (SSNA) — We, the people of Greater Upper Nile citizens, intellectuals, youths, women and civil society abundantly state our position in Addis Ababa Peace Talk mediated between South Sudan rebels and government. We deeply feel that President Salva Kiir Mayardit completely failed our country, be it in delivering public services, implementing democratic country and public institutions, curbing corruptions, tribalism; nepotism/favoritism and/or rendering good governance. Our positions in the Peace Talk base on the above compelling concern evidences which in part or whole triggered December 15, 2013 military confrontations that led to the systematic mass-killings of sole Ethnic Nationality by president’s Ethnic Nationality government agents.
To achieve a real peace solution in South Sudan, the followings are our concerns position in the Peace Talk:
1. President Salva Kiir must step down as president, and that the comprehensible interim government will be put in place. President Salva Kiir is a tribal leader who systematically ordered mass-killings of Nuer Ethnic Nationality in Juba. With him hanging on in the position of power as president, therefore, no peace will prevail in South Sudan. Due to this fact, Salva Kir is not a leader who represents all South Sudanese ethnic groups any more, but dearly working for Dinka’s Ethnic Nationality welfares contrary to the rests of Sudan Sudanese ethnics inhabiting in South Sudan.
2. The second option should be to place South Sudan government under United Nation Trusteeship for five years, should President Salva Kiir refuses to step down. The IGAD, UN, AU, EU, US, UK, Norway and the entire international community will help set up a provisional government and write a permanent national constitution which must have presidential term limit, federal or decentralized system of government, full independent juridical and legislature breaches of government. It was the current interim national constitution that has brought this conflict facing our country, and that it must be abolished.
3. If President Salva Kiir and Yoweri Museveni will not accept stepping down scenario, therefore, our second position will be to place South Sudan government under United Nation governance for five years. In that matter, UN will be responsible to run all government agencies, include military, human and infrastructural developments.
4. Oil revenues will be used for nation building such as to build hospitals, school, road and agriculture.
5. To void future imminent spreading of the war in whole South Sudan, the international community should fully investigate the Juba and Malakal Genocides of Nuer ethnic group. The culprits of such systematic mass-killings of sole ethnic group must be brought to book. We the Upper Nile Community believe that the Genocide was an intentional act by President Salva Kir to wipe out the Nuer ethnic group. The president took that wicked action in trying to protect his presidency and his Dinka tribe supremacy.
Finally, we the Upper Nile State Community strongly urge the IGAD, UN, AU, EU, US, UK, Norway and internal community to know that the solely solution to South Sudan crisis must be for President Salva Kiir to step down from presidency. This will be when the South Sudanese must fully reconcile their differences in good faiths. The people of South Sudan have loss trusts on tribal leadership of Salva Kiir Mayardit and therefore calling for a set-up of an interim government.
