Leaked memo: Uganda is the real threat to peace in South Sudan

Addis Ababa, August 16, 2019 (SSNA) — South Sudan civil war will never be resolved peacefully if the East African regional bloc, IGAD, stands idly while Uganda wage a double standard role in the war-wracked young nation, an IGAD secretariat internal memo leaked to the South Sudan News Agency (SSNA) shows.

The documented dated August 15, 2019, claims that the Ugandan President Yoweri Museveni is the real threat to peace in South Sudan and that South Sudan has become the second source of income for the Ugandan leader.

“We [IGAD] are playing with our minds. There will never be peace in South Sudan as long as other IGAD member states keep quiet. The real threat in South Sudan is Uganda, and we must confront Uganda if we want peace to return to South Sudan,” the seemingly frustrated IGAD official wrote.

“One million dollar a month is the one keeping Uganda in South Sudan. This new country is now the second source of Museveni finance,” the source claims.

South Sudan’s rival leaders Kiir and Machar were invited to have a face-to-face meeting in Ethiopia early this month. The SPLM/A-IO leader Dr. Machar went to Addis Ababa but his rival Salva kiir refused IGAD invitation, claiming that he is “very busy with other things.” Kiir later asked IGAD to allow Machar to go to Juba so he can meet him there. Machar refused. The rebel leader has returned to the Sudanese capital Khartoum.

The South Sudan News Agency was told by a high-ranking IGAD diplomatic source on Friday that the Uganda leader Museveni was the one who privately asked Kiir not to go to Addis Ababa. The source did not provide details of why Museveni asked Kiir not to meet Machar in Ethiopia.

    IGAD must review their membership for the sake of peace in South Sudan and Uganda should be left out with immediate effect, because uganda’s tricks has been known long ago but no attention has been taken to date and that’s why there is still a lot of confusions with peace process.

  • Political disappointment that must be exhausting the very fruitful things b, c of the weakness of IGAD, I think influenced of President of 🇺🇬 is not known, for anybody,
    During the beginning that wars erupted among South sudan, interfering before, if possible sent the case a head if u can not able to be resolved the political crisis, forward it Afrikaans union U. S

    There’s no doubt that Uganda is using South Sudan as its second financial income’s source but the fact also remains to be seen that South Sudanese are the very people who can sit and solve their differences amicably and get out of the nasty mess which has been going on in the country for almost ten years now because Museveni didn’t start or instigate the civil war taking in South Sudan, so I totally disagree with this statement made by one member of IGAD because the organization is always in favor of Machar and this is not good and as long as they keep glorifying Riek’s madness, indeed the restoration of peace in the country seems to be getting tougher and tougher. IGAD needs to be neutral not bias.

  • It is now clear that with Uganda in the game more blood Will continue pouring.reports are that Uganda is the main supplier of arms and also the chief advisor to the regime. We are doom with such neighborhood playing double games. For both IO and government.
    Peace loving national should work to find solution to such player whose intentions are evil.

  • The question whether Uganda is influencing the president of South Sudan to stall the peace implementation is not new to the so called IGAD member states. Uganda president has been open about his decision to keep the status quo right from the beginning when he sent Ugandan troops to South Sudan in support of the government and IGAD said nothing. Let IGAD not bit drums now because they have failed in their iniative to bring peace to South Sudan. Let the 1 million keep flowing to Uganda. The case of South Sudan is hopeless. It’s not even worth discussing.

  • It’s not questionable that our president Salva is being monitored and ill advised daily by foreigners who have intetest in South Sudan, especially president M7 gets his daily bread in South Sudan while innocent life are suffering in his watch being mistreat by his agents in Uganda refugees camp.

  • Its all about the distribution of wealth among south Sudan leaders, they don’t and they will never care for their countries prosperity, its a pure tribal country, but even though the leaders don’t think of their own people when it comes to sharing of power and wealth, we had a good experience about south Sudan leaders mentality before independence, its for the sake of simple citizen of south Sudan, that they should come back again to the North, to live in peace and harmony with their brothers in the north, otherwise , the fighting will continue till the last man , women and child and animal , disappear from existence

  • Ugandan double standard started long time during the CPA time. When it’s efforts were frastrated, it resulted in the crust that killed Dr. Garang. The intension was to prolong the war for its benefit. It’s not a suprise an internal conflict later erupted and was a result of Ugandan influence that is why in 2013 it was uganda that quickly started to take side. IGAD needs to take quick action before everything go from bad to worst.
