Juba, September 6, 2019 (SSNA) — South Sudanese President Salva Kiir and the leader of the Sudan People’s Liberation Movement/Army-In Opposition (SPLM/A-IO) Dr. Riek Machar will meet in Juba to discuss ways to implement the September 2018 peace agreement, the Intergovernmental Authority on Development (IGAD) says.

In a statement published on its website, IGAD explains that its Special Envoy for South Sudan Amb. Dr. Ismail Wais met with President Kiir and the two leaders discussed peace status.

“The IGAD Special Envoy for South Sudan, Amb. Dr. Ismail Wais met with the President of the Republic of South Sudan, H.E. President Salva Kiir Mayardit, and discussed the status of implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) of 2018,” the statement reads in part.

The statement also says IGAD wants Kiir to release peace funds so that the implementation process can be expedited.

On August 23, an IGAD source told the South Sudan News Agency (SSNA) that there is already $100 million dollars pledged by the government for peace implementation but only $93.5 million dollars left in the account.

Dr. Ismail Wais, who spent one week in Juba disclosed that Kiir agreed to meet with Machar in Juba but did not specify the date. In the past, Kiir was invited by IGAD to have a face-face-meeting but refused. He declined to attend two meetings in Ethiopia and one meeting in Djibouti.

As to my views, it would be feasible to change the venue if Kiir is not willing to have face-to-face talk with Machar. Khartoum, Sudan would be preferable to Juba for safety and security of other party to the conflict.
IGAD, TROIKA and EUR UNION, UN, etc need to unite and put into an end this lo g term conflict.
meeting in Juba won’t bring any positive outcome but would only bias.
