Nuer community in the United States rejects Kiir’s 28 States plan; warns of collapse of peace deal

United States, January 5, 2016 (SSNA) — The Nuer (Naath) Community Development Services-USA, Inc (NCDS) has rejected and condemned South Sudanese president Salva Kiir’s expansion plan of existing 10 States into 28 States and threatening to wage a recall campaign of rebel advance team if Kiir keeps violating the IGAD-Plus’s compromise agreement by issuing “unilateral decrees.”

In a strongly worded memo obtained by the South Sudan News Agency (SSNA), NCDS, which works as the umbrella agency for all Nuer organizations in the United States, says it rejects and condemns what it described as “one-man creation of many tribal States” created in an attempt to invite tribal conflicts between neighboring tribes.

“The NCDS of USA hereby strongly rejects and condemns in the strongest terms possible the unilateral decrees for creation and appointment of 28 States and governors by genocidal President, Salva Kiir Mayardit and his Jieng Council of Elder[s] (JCE) government,” NCDS said.

The NCDS leadership also threatened to wage a recall campaign of rebel advance if Kiir and Jieng Council of Elders refuse to reverse the creation of 28 states decree.

“The Nuer community is also calling on the chairman of SPLM-IO, Dr. Riek Machar Teny to immediately recall the advance team to Pagak HQ if the government of Jieng Council of Elders under the leadership of President Salva Kirr Mayardit has refused to rescind the unilateral declaration of 28 tribal States,” NCDS declared.

The NCDS also accuses Kiir of violating the power-sharing deal which was brokered by the IGAD-Plus in August last year.

“The community rejected this unlawful exercise as it was done in direct violation of recently signed Compromised Peace Agreement between SPLM-IO and other South Sudanese stakeholders,” the document reads in part.

The US-based NCDS also blasts South Sudan’s president, saying Kiir’s one-man decree to create more "tribal states" is a deliberate move to create war between tribes who have been living in peace for centuries, adding that Kiir must withdraw his 28 states order and apology to peace partners and the people of South Sudan.

“The one-man creation of many tribal States in South Sudan is an intentional declaration of war, which is a recipe to invoke tribal border wars between neighboring tribes, which have been living in peace for centuries. We call on President Salva Kiir Mayardit to immediately withdraw these unilateral decrees and apologize unconditionally to all peace partners and to the people of South Sudan,” NCDS asserted.

On December 24, Kiir issued an order, appointing 28 Governors for his 28 States expansion scheme which he decreed in October last year. The move has been condemned both locally and internationally with some world leaders calling the order a ‘violation of the IGAD-Plus’s compromise peace’.

The NCDS says Kiir’s one-sided decrees are “promotion of disunity and planting the seeds of hatred among our diverse tribes of South Sudan.”

The NCDS added that it expect all parties to the peace deal to respect the pact, adding that the Nuer Community in Diaspora “rightfully rejected the dictatorial unilateral decrees because they will disregard for badly needed peace by the people of South Sudan” and urges Kiir to respect the peace agreement.

The NCDS calls on IGAD, IGAD-Plus, African Union (AU), and the international community to put a meaningful political and diplomatic pressure on Kiir to respect provisions of the peace deal and reverse all his unilateral presidential orders.

The Nuer Community is the largest South Sudanese Community in the United States of America.
