S. Sudan opposition leader urges JMEC chairman to resign, calls for AU takeover

Juba/Nairobi, January 11, 2017 (SSNA) — The leader of the People’s democratic Movement (PDM) Dr. Hakim Dario has strongly criticized the chairman of the Joint Monitoring and Evaluation Commission (JMEC) Festus G. Mogae over the lack of the implementation of the August 2015 power-sharing deal.

Dario urges Mogae to quit and calls for the African Union takeover of South Sudan peace process, adding that the AU must act to prevent what he described as “emerging ethnic conflicts.”

In a prepared statement, the PDM chairman said Mogae achieve nothing and accused him of failure to enforce his duties.

“JMEC, under H. E. Festus Mogae, has failed to achieve nor has it enforced compliance with any of the ARCSS provisions on security, governance, and economic reform mandates and obligations,” the statement reads in part, adding that “JMEC failed to ensure establishment of the Hybrid Court for South Sudan (HCSS) under Chapter V. On transitional justice, accountability, reconciliation, and healing. The court could have given the Chairman an additional tool to exert pressure on the parties to implement the agreement.”

Dario stated that JMEC failed to designate proper cantonment sites for South Sudan’s rival forces, adding that there was no “deliver on the security arrangements and demilitarization of Juba and other major towns.” He also accuses JMEC leadership of failing to pressure parties to the conflict to amend the Transitional Constitution of South Sudan 2011 to incorporate the ARCSS agreement as stipulated in the agreement.In the document, Dr. Dario explains that South Sudanese President Salva Kiir attempt to assassinate rebel leader Dr. Riek Machar in July last year and replacement of the SPLM-IO officials in the Transitional Government of National Unity constitutes a “gross violation” of the peace deal and makes its implementation impossible under current condition.

    If your are chairmen, you should make dream come true in your job. You can not sleeping and who will come to do your job? I know some people go to southsudan to make money and is not going to help people of southsudan.

    Many Thanks Dr. Dario, we want leaders like you, we have seen thing are really in mess, they bribe HE. Mogae with millions of dollars and he is in threat he can not make any move or pressure President Kiir to positively do his job, He should resign and hand over the work to someone who can, the protection forces should immediately to be deploy into South Sudan as to be the only solution to this conflict

  • JMEC is as dead as the peace agreement. JMEC should have published a weekly report of compliance. It would have been very clear that Kiir did not do anything about reducing troups and that Machar was going into a trap. Festus let everyone down. The South Sudanese are paying the price. AU much better suited to the task.

  • JMec, chairman in South Sudan is somebody who can’t and will never attain anything to bring peacefully settlement in our country guys forget about him because he is very very weak and indigent to synchronize the security condition with the peace partners at all. he is always supporting the blowing wind in side Juba while he doesn’t know actually where the wind come from and where’s it blowing.

    I can say, “you’re the gov’t and you’re the people who can bring peace and stability to this country if you abadon that hate, critism and negativity about your country and adapt the spirit of nationalism to your country.

    Why hurrying to solve the problems in this country? Let us have a watch how long will the JCE sweat in hell With this kind of economy they heading to. Let us watch them because they always say there is no longer war in the country. We the IO need not to hurry. Because we must be very strong to Accept coming to Juba. Being fooled twice is stupidity, we will never Accept to come to Juba till we know that Our Power is balanced.
