South Sudan, Uganda violate UN arms embargo

Juba/New York, November 13, 2018 (SSNA) — South Sudan and Uganda could be violating an arms embargo that was imposed on Juba this year, a newly released United Nations report says.

The report, which was released on Monday, says South Sudanese government is using foreign private security firms to train its national army and police. The report also indicates that Juba is using the same private companies for other reasons.

The 29-page report, first seen by the AFP, also accuses Uganda of covertly deploying its troops in Equatoria region, especially in Central and Eastern Equatoria states. The document also discloses that “sexual violence” is still being used as a weapon of war.

UN says the May 2018 arms embargo bans “military assistance as well as training.”

In the text, the UN panel of experts tasked to monitor and investigate violations of the embargo says it is investigating “allegations of transport of weapons into South Sudan.” The 15-member Security Council will meet on Friday to discuss the new development.

Ugandan President Yoweri Museveni is a known ally of South Sudanese leader Salva Kiir.

In August, an intelligence leak showed that Uganda was training South Sudan’s snipers as peace talks continue in Khartoum. The same source also revealed in September that at least 1,300 South Sudanese snipers have completed the training and that they were deployed in strategic locations in and around Juba.

    What we would assure the international community is that we donot trust kiir and museven.
    on 22 aug/2018 the so called jieng council had a meeting and testfy their plan to take land of equatoria and museven agreed to support them and kiir mentined the support of museven evidence document already at hand of their ill plan.
